The scene you’re thinking of, where Missy explains to the Master why she can’t remember these events in The Doctor Falls, goes as follows:
Master: “Weird, how you don’t remember any of this.”
Missy: “Two of us together pushed the timelines out of sync. You can’t retain your memories, so I don’t have them.”
Very similar to dialogue from The Day of the Doctor, but still no references to the Blinovitch limitation effect. The closest thing we’ve gotten to that being referenced in the new series is when the sparks burst out from the two Sonics touching each other in The Big Bang, which the Doctor only described as “temporal energy,” and when similar explosive effects happened when the two Amys met in The Girl Who Waited, which was referred to as “temporal feedback,” as I remember.
