By the dawn of the 40th century, the Dalek Empire was just as much of a threat as it had ever been. On Skaro, the Dalek Supreme Council had dwindled to a single Dalek. With Dalek gains in the Outer Galaxies consolidated, that Dalek assumed the title of Dalek Supreme. Having observed the failed stratagems of its rivals and learned from their mistakes, the Dalek Supreme set in motion the Daleks' master plan, which would take the better part of a century to enact.
