The Act of Master Restitution was part of an attempt by Lady President Romana to make peace with the Daleks. (DWA: Doctor Who Annual 2006)

Although not elaborated upon, this may be the explanation for why the Daleks put the Master on trial and allowed the Doctor to take his remains back to Gallifrey in Doctor Who: The TV Movie.
