Father Angelo was the leader of a group of monks, the Brethren, who took over Torchwood House in order to awaken a Werewolf and create the "Empire of the Wolf". The monks tried to infect Queen Victoria with one bite from the Wolf in order to start the events. Father Angelo was soon revealed to be a traitor and was shot dead by the Queen herself.
