Bill Duggan was a defence officer aboard the Wheel.

Biography[]

By 2000, (TV: The Mind Robber; AUDIO: Prison in Space) 2079 (AUDIO: The Dying Light) or later, (PROSE: The Indestructible Man) Bill Duggan was working on the Wheel as a defence officer. (PROSE: The Wheel in Space) He maintained a small greenhouse in the power room in which he kept space flora that he grew from floating seeds, including flowers from Venus. Although Jarvis Bennett was initially angry about this, Gemma Corwyn said that it was good therapy.

Jarvis ordered Bill to fire the x-ray laser at Silver Carrier before Jamie McCrimmon signalled his and the Second Doctor's presence aboard. He gave a short tour of his greenhouse to Jamie and Zoe Heriot and later, with Jarvis, caught the former sabotaging the laser. Bill set about repairing it before finding a Cybermat which, assuming that it was an example of space fauna, he kept secret, making him feel guilty when it ruined the supply of bernalium and killed Kemel Rudkin. As a result, Jarvis relieved him of his duties and confined him to his rooms to await transport to Earth.

Bill was briefly allowed to leave his rooms in order to identify a Cybermat and released permanently after Bennett assigned him the task of repairing the laser, which Bill saw as a way of redeeming himself. Like Armand Vallance and Elton Laleham before him, he fell under a Cyberman's hypnosis and damaged the Wheel's communications console. According to one account, he was electrocuted and killed.
