Robert "Bob" Dovie was an ordinary human being, resident of 59A Barnsfield Crescent, in Totton, Hampshire.

He was born on 6 July 1929. In an alternate timeline, on 23 November 1963, Dovie became a victim of the Decayed Master's plan to destroy the Doctor's TARDIS using a conceptual bomb, which turned his refusal to accept the possibility of the TARDIS into a reality, thus erasing the Doctor's TARDIS from history and therefore preventing the Doctor from ever having left Gallifrey in the first place. His wife, Jenny, and children, Kevin and Linda, were miniaturised by the Master.

All of this was averted when the Doctor changed the timeline by travelling to visit Dovie in 1962 and introducing him to the TARDIS ahead of schedule. With Dovie now aware of the TARDIS, he would not proclaim it to be impossible when he was shown it in 1963, thus restoring the Doctor's ship to existence. After the timeline was reset, Dovie was subsequently visited by each of the Time Lord's first eight incarnations in succession as they subconsciously sought to confirm that his family was all right, much to his annoyance as none of them could explain why they were so interested in visiting him.
