Bobby Prescott was a serial killer who operated in an American city. He had loved books ever since he was a child. During one of the anti-book riots of the late 1980s, he used a baseball bat to help defend his municipal library from teenagers. He began living in the burnt ruins of the library and targeting teenagers who played computer games.

In the early 21st century, Prescott and his helpers, Sally, Eliot and Lyndon, tried to kill Calvin Palmer and Vincent Wheaton. Instead, Vincent used his telekinetic abilities to defend himself, causing the deaths of Prescott's helpers. Prescott fled in terror. A month later, the Seventh Doctor located Prescott. After questioning him about Wheaton, the Doctor left him to the mercy of the kid gangs he'd preyed upon. (PROSE: Cat's Cradle: Warhead)
