Brian Minchin was publicly announced as a Doctor Who executive producer on 30 April 2013. Prior to this, he had held a variety of positions on all the BBC Wales-produced shows in the DWU stable. He was a script editor for Doctor Who and Torchwood. He was also a producer for The Sarah Jane Adventures and producer of the UK side of Torchwood: Miracle Day and was an executive producer of Class.

Notably, he was the first non-show running BBC Wales executive producer to have any writing credits in the franchise. By the time he had been appointed executive producer, he had already written a novel, a comic strip and an audio adventure.

Prior to accepting the executive producer gig on Doctor Who, Minchin had published The Forgotten Army, an Eleventh Doctor novel; The Return of the Vostok, a Torchwood comic strip; and The Sin Eaters, a Torchwood audio drama.
