Castellan

The Castellan was a high-ranking Time Lord who oversaw the Chancellery Guard. The Guard, in turn, had responsibility for security in the Capitol and particularly the security of the President. This position made the Commander of the Chancellery Guard his or her subordinate. It also put the Castellan in direct conflict with the Coordinator of the Celestial Intervention Agency, who saw to external threats against Gallifrey itself or the integrity of the timeline in general. Castellans often served on the High Council, but not always; Castellan Spandrell, for example, was not a High Council member. (TV: The Deadly Assassin, Arc of Infinity, The Five Doctors) In Spandrell's time, the Castellan's duties involved him more frequently with the "plebeian classes" of Gallifrey than with suspect Time Lords. (TV: The Deadly Assassin) Castellan Kelner, by contrast, was second in line to the Presidency, after the Chancellor. (TV: The Invasion of Time)

The position was mandated by some of the most ancient and powerful Gallifreyan laws. (AUDIO: Lies) Even so, the laws of Gallifrey apparently gave the Presidency wide discretion in deciding which matters were handled by the Castellan, and which by the Coordinator. Lady President Romana II, for instance, once simply chose which of the two she wanted to handle a matter. (AUDIO: Pandora)

There may have been a Castellan for each of the Chapters, with one of them serving as the "duty Castellan" in overall charge of the rest. Often the Castellans had served in the Chancellery Guard prior to their elevation. Both Maxil and Andred served in this way. Nine of one Castellan's strike force were killed by members of the Order of the Black Sun during the Black Sun War. (COMIC: 4-D War)

The rogue Time Agent Scott Thrower took the alias of "Castellan Bond" on Helion in an attempt to use the solstice of Pajaro to rejuvenate himself, accompanied by a group of Gizou mercenaries disguised as Chancellery Guards. (COMIC: Time Fraud)

In her position as the caretaker of House Ixion and leader of the Order of the Weal, Thessalia claimed the title Chatelaine, the feminine equivalent of "castellan". (PROSE: The Book of the War)

Known Castellans Edit

Marnal was Castellan before the Doctor left Gallifrey. (PROSE: The Gallifrey Chronicles)

Spandrell was Castellan when the President was assassinated by Goth. (TV: The Deadly Assassin)

Kelner was Castellan at the time that the Fourth Doctor returned to Gallifrey to claim the office of Lord President when the planet was invaded by the Vardans and later the Sontarans. (TV: The Invasion of Time)

Castellans throughout Gallifreyan history included Rannex, (PROSE: Divided Loyalties) Lode, (PROSE: Love and War) and Voran. (PROSE: The Infinity Doctors)

Jerricho was Castellan for sometime during the life of the Doctor's fifth incarnation. He was killed trying to escape the mind probe by Gallifreyan Guards. (TV: Arc of Infinity, The Five Doctors)

Andred was Castellan until his disappearance. He eventually came back to hold office again until his death. (PROSE: Lungbarrow, AUDIO: Insurgency)

Wynter was appointed Castellan to replace Andred, who had vanished sometime before, revealing he had been posing as another Time Lord, namely Torvald.  (AUDIO: Lies)

Leela was acting Castellan at one time. (AUDIO: Pandora)

Maxil was promoted to Castellan shortly after the supposed death of Andred. (AUDIOLiesImperiatrix) After siding with Pandora and Inquisitor Darkel in the Gallifreyan Civil War, he was demoted back to Commander. (AUDIOAppropriation, Warfare)
