Charles Virgil McLean, nicknamed "Charlie" by the Eighth Doctor, was an actor-manager who planned to stage a production of King Lear in 1906 at the Rubicon in San Francisco, financed by Aldo Deluca.

Thanks to Mr Caruso's production of Carmen, Mr McLean made few ticket sales and Mr Deluca demanded his money back. After being tortured, Mr McLean begged for the Gift from Pepé Gonzalez, making him lose his mind and unwittingly exacerbate the earthquake. To stop this, the Doctor took him into his TARDIS and accepted the Gift from him.
