Constantine Ethelred Gurney was a former prisoner on the prison planet Volag-Noc in the 40th century. He had been found guilty of larceny, blackmail and fraud. He took over Volag-Noc after buying a hacking system from Ulysees Meregrass. He became the new governor and locked up the original, Governor Lok. He had one of three data chips for the Infinite. When the Tenth Doctor and Martha Jones came to the prison, Lok was freed and Gurney fled to the surface. Baltazar, having followed the Doctor, attacked Gurney and killed him. Gurney's final act was to kill Caw, Baltazar's robotic accomplice. (TV: The Infinite Quest)
