Cooper (Cat's Cradle: Warhead)

Cooper was a New York City police officer who worked in custody. He was paid by the Butler Institute to have healthy criminals released into their custody so they could be used as a source of replacement organs for the corporation's employees. When Breen found Ace had been thus released, he made Stephanie and Mulwray let her go, then expressed his disgust at Cooper's corruption. (PROSE: Cat's Cradle: Warhead)
