Court of Principals

The Court of Principals were an organization on Gallifrey which governed the Academia.

They were subject to the authority of the Pythia. Lord Dowtroyal a kinsman of Rassilon was one of the leaders of this group. After Rassilon's takeover and the fall of Pythia they probably formed the basis of the first High Council. (NA: Cat's Cradle: Time's Crucible)
