The Dalek Saucer Commander was the designated commander of the Dalek Flying Saucer in Bedfordshire during the 22nd century Dalek invasion of Earth. Unlike standard Daleks the Saucer Commander had a black dome and black and silver slants and served as the second-in-command to the Supreme Dalek. (DW: The Dalek Invasion of Earth)
