At the institute, experiments were performed on teenager Imogen Quaye to improve her brain capacity. Kelt hoped the research would help to develop more efficient soldiers.
After Imogen telepathically induced three associate researchers to commit suicide, Kelt confronted her. He promised that she would not be punished as long as she was willing to undergo more testing.
