Dubai was a Middle Eastern city, located in the Emirates.

In the early 21st century, Callum Fitzhaugh was reunited with Caitlin there and recruited her to the service of the Mandragora Helix. (PROSE: Beautiful Chaos)

In 2009, Wilfred Mott covered up his granddaughter Donna Noble's travels with the Tenth Doctor to his unaware daughter Sylvia Noble by claiming she had just gone horse riding in Dubai. Donna then claimed that the Doctor had paid for the trip, and that she had nearly married a "rich oil sheikh" and lived in his harem. Later, during dinner, Donna let the Doctor in on the deception when Sylvia brought up Dubai, claiming that the Sheikh of Dubai had put them up for a couple weeks. Sylvia, in a bad mood, commented that the food was not as posh as what would be served in Dubai, and that she had thought the Emirates were run by emirs, not sheikhs. (PROSE: Beautiful Chaos)

According to Donna Noble, her daughter, Rose, posted stuffed toys to Dubai. She later stated that Rose also had a customer in Abu Dhabi.
