Duncan Levinson was the President of Earth in the early 26th century. He didn't like Admiral Karen Brett's actions during the Orion War and regarded her as dangerous. After he was assassinated by the Cybermen, Brett succeeded him as President. (AUDIO: Scorpius, Fear)
