The EarPods in the alternate universe took control of people by inducing a trance and after inducing the trance the people could be given orders through a handheld device, such as turning to the left and right and walking forwards, (TV: The Age of Steel) but on the Doctor's Earth, the earpieces were drilled straight into the victim's brain.
