Emily Holroyd operated out of the Torchwood Institute Cardiff branch, known in her day as Torchwood Cardiff and later as Torchwood Three. She was in a relationship with fellow Torchwood agent Alice Guppy.

Holroyd burnt to death a male Torchwood operative (possibly Philip Lyle) who had become infected by and started to change into a serpentine alien queen. Subsequently, she recruited the young thief Alice Guppy. (WEB: Torchwood.org.uk)
A year or so later, circa 1899, she investigated and helped to recruit Jack Harkness to Torchwood, having already suspected both that he could not die and that he also might well know how to find Torchwood's enemy, the Doctor. Around 1899, she was contacted by William Mayhew about the HMS Hades. When Jack Harkness went in her stead and was captured, Torchwood began investigating. She and the rest of Torchwood infiltrated and destroyed the HMS Hades after it was found to be a lab for experimenting on aliens. (PROSE: The Baby Farmers)
In 1901, following Alice Guppy's discovery of a "second" Jack Harkness (who had crossed his own timeline), she gave permission to have him frozen to wake again in 2008 so Harkness could defeat Gray. (WEB: Torchwood.org.uk)
