Sergeant Felder was a policeman in charge of the South Side Police in Empire City. He took George Lipton to a refugee camp on Howard Devor's orders. He attacked Madam Guralza's house looking for the Seventh Doctor. The Doctor later found Felder's dead body and recovered the ring from it that he had given to Guralza. (PROSE: Tragedy Day)
