Harvey was a stranded crew member of the Alaska spaceship. Shortly after the ship crashed, Harvey went out and froze to death, with the cold perfectly preserving his body and the nanocloud converting his corpse into a Dalek puppet. A year later, he showed the Eleventh Doctor and Amy to his ship. His crew, last he remembered, were still alive, but were found dead upon re-entering the Alaska, and, while initially shocked, Harvey eventually remembered that he, too, was dead. At this point, his Dalek programming became active, and he attacked the Doctor and his companions, only to be fended off by a fire extinguisher and locked inside a storage space. Behind the scenes[]
Harvey's only shipmate known to have survived the crash was Oswin Oswald; she was completely converted to a Dalek. Doctor Who premiered on 23 November 1963 with An Unearthly Child, the day after President John F. Kennedy was assassinated. His assassin was believed to have been Lee "Harvey Oswald". Oswald and the assassination are oft referenced in the DWU.
