Hensell was governor of the human colony on Vulcan.

Due to his ineffective administration, several members of the colony formed a rebel group, which was secretly led by the head of security, Bragen. He supported Lesterson's experiments on the Daleks, believing that they could be used to serve the colony and help improve it.

When Hensell left to inspect the mining operations on the perimeter, he left Bragen in command. When Hensell returned, he was shocked to discover that Bragen had taken over the colony and imprisoned the Second Doctor, who had been posing as an Earth Examiner. Finally realising that Quinn's warnings about Bragen and the rebels were true, Hensell vows to stop Bragen, only to find himself held prisoner by Bragen's guards. Bragen offers Hensell a position as a puppet ruler, but despite the obvious threat on his life, Hensell refuses to help Bragen. In response, Bragen had a Dalek exterminate Hensell. Quinn later mourned Hensell's death, remarking that despite his faults, Hensell had done a lot of great work for the colony. (TV: The Power of the Daleks)
