Police commissioner (Army of Ghosts)

In 2007, a police commissioner made an announcement to try to reassure people that as far as they knew the increase in ghost activity seemed to be harmless. When the "ghosts" were revealed to be Cybermen, he then made another announcement when he urged the panicking people to stay in their homes. (TV: Army of Ghosts)
