The City Administrator was a Sensorite whose duty was to protect the Elders. He was recognised by his wearing of a black collar.
Biography[]
When the First Doctor and his companions Susan Foreman, Ian Chesterton and Barbara Wright visited the Sense Sphere in the 28th century, the City Administrator mistrusted the humans and plotted to kill them, and also took advantage of the situation to rise in power.
After Carol Richmond mistook him for the Sensorite scientist who was treating her fiancé and fellow crew member John, as it was difficult to see who was who when the Sensorites' backs were turned, the Administrator took advantage of this fact by kidnapping the Second Elder and impersonating him; when the Elder was accidentally killed whilst being held captive, the Administrator became Second Elder.
The advance in his position put the Administrator in a better position to hinder the Doctor's attempts to discover the cause of the poisoning of the Sensorites, believing the Doctor and the other humans were only misleading them, and would eventually cause the destruction of his people.
When the Administrator's crimes were found out, he was banished to the Sense Sphere's outer wastes, never to return. (TV: The Sensorites)
