Fish people were Humans who had been surgically altered by Damon to survive underwater. They possessed scaly skin, large fish-like eyes, gills and fins. The Atlanteans used the fish people to gather the plankton which they needed for food.
Sean and Jacko convinced the fish people to go on strike as part of the Doctor's plan to defeat Professor Zaroff. (DW: The Underwater Menace)
