Francis was a scribe on Arcadia. When he read forbidden literature, he was going to be sent for 'reeducation' to Landfall. He was sent to the space station orbiting the planet with the Seventh Doctor, Bernice Summerfield and Elaine Delahaye. When the station was being destroyed, the Doctor rescued Benny, Francis and Elaine in his TARDIS. (PROSE: Deceit)
