Frank was a young Tennessean, who lived in the New York City Hooverville in 1930 during the Great Depression.

Biography[]

Frank was the oldest of an unknown number of siblings. He had come to New York largely because his father had died and his mother was unable to feed all her children on her own.

He was well regarded by the people who lived in the Hooverville, and a great admirer of its leader, Solomon. He was also very intelligent, which was recognised by the Cult of Skaro. (TV: Daleks in Manhattan) His main source of income was low-paying construction jobs offered by Mr Diagoras. Most of these jobs revolved around the construction of the Empire State Building. (TV: Evolution of the Daleks) On one occasion. he, Solomon, the Tenth Doctor and Martha Jones went into the sewers to repair a tunnel collapse. Along the way, he was separated from the rest of the party when pig slaves grabbed him and pulled him back into the sewers. Solomon and the Doctor tried to rescue him, but he was believed lost. However, Frank was merely detained for the Final Experiment and was finally freed by the Doctor. He later accompanied Martha and Tallulah to the Empire State Building to determine the Daleks' plan, where they were forced to hold off several Pig slaves; he and Martha defeated them by connecting several metal poles together from the edge of the building to the lift shaft, allowing the electricity from the gamma strike to kill them. After the Daleks were defeated, Frank convinced the residents of Hooverville to give Laszlo a home. Though he couldn't promise that people wouldn't look at him because of his pig-like features, he could promise him some peace. (TV: Evolution of the Daleks)
