Fred Baker was the paternal grandfather of Julia Hardwick. He was married to Mary Baker, with whom he had a son Gordon, who was Julia's father. His wife died in 2009.
Given the fact that Julia was sent back in time to 1887 by the Weeping Angels and adopted the pseudonym "Julia Baker," it is possible that Fred was not only Julia's grandfather but one of her descendants as well. (WC: A Ghost Story for Christmas)
