Gaal was a Phaidon soldier who was Ace's contact on Outpost Delta. He thought that Ace was a soldier because of the way she looked. He also knew that Ace was an explosive expert. He caused the explosion of the Monan Host ship Moros and the embassy on Gallifrey. He then shot Ace and Trave. He was then captured on Gallifrey and sent to Space Station Zenobia to face trial.
