Galena was a senior member of the Seers' Union on Baspral. As such, the Basprali government deferred to her decisions and actions.
One day, Galena tried to drown a young boy in a stream. A member of the militia saw her and made no move to stop her. The Sixth Doctor saw her and stopped her, and she stated that he was a meddler and that he couldn't help it.
