Garrett was second-in-command on the Federation starship Nepotist.
Garrett's homeworld, Nova-Kain Six, was destroyed and he became a refugee. He later became an ensign in the Federation military. He and Captain Robert B. Blandish became lovers after they were assigned to the Nepotist. When Blandish crashed the ship into Valcea to prevent the Sahmbekarts from using it to invade the Federation, Garrett and most of the crew were killed. (PROSE: The Blue Angel)
