Professor Halloran was a forensic scientist for the London police. Like all of his profession, he lost his job to the CCPC program. Angered, he joined Harry Pike's organisation, the Last Precinct, to reclaim their jobs. He aided Pike in taking over Gryffen Manor, where they carried out their plan to seize control of the CCPCs using alien biotechnology. Halloran ignored K9's warnings that the bio-tech was unstable. When he released the now-infected Green Hand, it turned on him, strangling him. He survived and returned to alert Pike that the CCPCs were no longer under their control. Halloran and Pike were taken into custody by the Department. (TV: The Last Precinct)
