Skoglund worked in the nuclear power industry in the United States during the early part of his career. However, he was suspected of taking depleted uranium for his own research. He came under intense federal investigation, and was forced to leave the country.
He was recruited by Vladimir Garudin to work for Kronometr. Skoglund created a time machine he called the Misl Vremya. It allowed mental travel along the lifeline of an object connected to the machine. When Russian UNIT soldiers attacked the building to secure the machine to prevent its misuse, Garudin had Skoglund adjust it so he could mentally escape to another body.
