Hedin was a member of the High Council of the Time Lords.

Out of sympathy with Omega's plight, Hedin helped carry out his plan to bond with the Doctor and achieve physical existence once more. He was an old friend of the Doctor's. When the Castellan attempted to kill the Doctor to prevent this, Hedin sacrificed his life to save the Doctor, enabling Omega to complete the bonding. (DW: Arc of Infinity)
