Helen A was the ruler of the human colony on Terra Alpha. Her law was enforced by the Happiness Patrol. She was overthrown by the Seventh Doctor. Her consort was Joseph C and she had a pet Stigorax, called Fifi. (TV: The Happiness Patrol)
When she justified herself to the Doctor saying all she wanted was for everyone to be happy, the Doctor retorted. "With what?" and listed off 'bland soulless music', uninspired games, and pointed out the lack of love in her manufactured society. She callously informed him that love was not high on her priority list, but moments later broke down in tears when she found her beloved pet Fifi was dead.
