Humphrey Picton

Sir Humphrey Picton was a British radio astronomer and the teacher of Dr Louis French. He and the Third Doctor came to Australia to observe French's test run of his newly developed radio wave accelerator. Sir Humphrey was very proud of French's accomplishments, and did not believe the Doctor's claims that use of the accelerator would be disastrous. (COMIC: Is Anyone There?)
