Jonah Cosgrove was the deputy head of Eurozone Secret Service, although he still defined himself as being loyal to England above all else. Despite being in his eighties, Cosgrove demonstrated an exceptional degree of physical skill, even avoiding painkillers unless absolutely necessary as he disliked their effect on his reflexes.
While attempting to acquire a time machine, Cosgrove was killed when he jumped off a cliff after a miniature time machine that the Eighth Doctor had just thrown over the cliff; although he caught it before hitting the bottom, the machine had failed to recharge to a level that would have allowed him to time-travel.
