Kalmar was a scientist and the leader of the rebellion against the Three Who Rule. He met the Fourth Doctor and showed him the Three's technology. The Doctor showed Kalmar how to use the scanners on the computer they had salvaged from the Hydrax. Kalmar was in favour of waiting to develop technology before attacking the tower, but was persuaded by Ivo that the time was now. After the defeat of the vampires, the Doctor fixed the technology for Kalmar, hoping that with his help they would become an advanced civilisation. (TV: State of Decay)
