Level 5

A Level 5 planet was a designation under Galactic Law to refer to certain worlds, with the implication that it was a relatively primitive planet, not yet fully integrated into galactic civilisation. As of the late 2000s, seeding on a Level 5 planet was prohibited by Galactic Law. (DW: Partners in Crime) A level 5 planet might not be destroyed if no laws were broken under Article 57 of the Shadow Proclamation. (DW: The Eleventh Hour)

This referred to technological development. Level 6 planets had technology capable of creating sonic devices, such as sonic screwdrivers. (NSA: Ghosts of India)

- When the Kulan were planning on to invade Earth from 1997 to 2001, their Preliminary scans had idicated a mineral-rich world with a Level 6 technology. (EDA: Escape Velocity)
This statement contradicts earlier statements about Earth's Planetary development level. However this may be a mistake in itself as the Kulan themselves have given some of their technology to Pierre-Yves Dudoin and Arthur Tyler III OR the Kulan's Preliminary scans are damaged as the Kulan Invasion Fleet is heavily battle-scarred.

- In the original script for The Eleventh Hour, the Doctor referred to the Atraxi as a "level 20 civilisation".
