Nefred was one of the Deciders of Alzarius. Nefred became Head Decider after the death of Draith, thus granting him access to the System Files, the contents of which greatly disturbed him.
He recognised Login as a respected member of society, resulting in Login being elected the third decider. He allowed Dexeter to carry out cruel experiments on a Marshchild against the Fourth Doctor's objections, believing it was for the greater good of the community.
He was killed by the Marshmen when they attacked the Starliner. Before he died, he told Login and Garif that they couldn't go back to Terradon, as the Alzarians had never been there. (TV: Full Circle)
