Packer was the security chief of International Electromatics. He assisted Tobias Vaughn in his plans to aid the Cybermen in their invasion of Earth.

Packer was very aggressive towards the Second Doctor and his friends. Vaughn used him as a threat, saying to Professor Watkins that he would give Isobel to Packer if he did not comply. He communicated with the other guards via a wrist communicator. Packer was shot and killed by a Cyberman when it invaded Vaughn's office, having turned on their allies. (TV: The Invasion)
