Paul was the Deputy Sheriff of Eternity, California.

When the original sheriff was killed by dinosaurs, Paul was in charge until the new sheriff, Sheriff Masters, arrived. However, Masters was really the Master.

When the Fifth Doctor and Peri arrived in Eternity, the Master hypnotised Paul and the townspeople into hanging the Doctor and attacking Peri and the Brown family at their house. Paul led the mob to the Brown house, but he and the other townspeople were shocked out of their hypnotism by the odd antics of the Doctor, Peri, the Browns, and Josh Larson.
