Colonel Peter Rathbone was a South African member of the British Secret Service. He was tasked of getting any secrets that the Triskele had. After the British airship R101 had docked with the Triskele on 5 October 1930, he killed their lawgiver.
In the ensuing chaos, he stole one of their guns, and planned to take it back to Britain to find out how to reproduce it. When the Eighth Doctor discovered this, he tried to stop Rathbone, but Rathbone fell from the R101 before it crashed into the French countryside. (AUDIO: Storm Warning)
