General Peters was a British Army general during the 20th century. He believed that the election of the Labour government in 1964 marked the end of the British Empire, coupled with the fact that many of its colonies were gaining independence.
He spoke disdainfully of the French, particularly their president Charles DeGaulle, and the European Common Market. Peters told Group Captain Ian Gilmore of the Intrusion Countermeasures Group and Sir Toby Kinsella that, following the Normandy landings in June 1944 and the liberation of France from Nazi Germany, the first thing that the Free French Army did was create a memorial to Joan of Arc. Furthermore, Peters noted that MI5 believed that Harold Wilson may have been a Soviet spy and that his predecessor Sir Alec Douglas-Home was ineffectual but had the right idea about Britain's place in the world.
Gilmore arrived at 10 Downing Street to find that General Peters and Sir Toby were already there. The former ordered Gilmore to escort Wilson to the Cabinet Room and then demanded that Wilson resign as Prime Minister and temporarily sign over his power to General Peters due to the state of emergency. Given that the British people would never accept a general as Prime Minister, the plan was to have Lord Ballister, a war hero and a cousin of Queen Elizabeth II who enjoyed much popular support, make a television broadcast in which he would announce that he would head an interim government. This would be followed by a new general election in 1965 in which Labour would most likely be removed from office due to their apparent inability to deal with the "invasion." However, as Wilson refused to resign, General Peters intended to kill him and claim that he was a victim of the demons' attack. In actuality, Sir Toby was merely pretending to support the coup in order to flush out the traitors and determine their numbers.
In the secret base in Starnforth, Julian St Stephen revealed to his fiancée Dr. Allison Williams that he was an agent of British Army intelligence who reported directly to Peters. He was ordered to become involved in Counter-Measures and get close to Allison. He was never in love with her and only proposed to her in order to prevent him from killing her. Furious at this betrayal, Allison killed him to an attempt to prevent him from teleporting one of the winged demons to the Cabinet Room at 10 Downing Street. However, one of the creatures materialised in Wilson's office given that Professor Rachel Jensen had slipped a control device into General Peters' pocket and proceeded to kill him.
Following Peters' death, the attempted coup came to an end. It was subsequently covered up. (AUDIO: State of Emergency)
