This President was the Lord President of Gallifrey when the Fourth Doctor returned to Gallifrey. ChancellorGoth expected to succeed him, but the President had informed him that he would choose someone else. On Presidential Resignation Day, Goth assassinated the President before he could make his announcement and tried to frame the Doctor. He was said to have been popular during his reign, which some Time Lords suggested was short compared to long-past Presidents. (TV: The Deadly Assassin)
Given the average reign of a Time Lord President lasted a few centuries, it seems likely that this was the same President who had been challenged by Omega a few years earlier, possibly having regenerated.
The casting of Llewellyn Rees in the role of Lord President was an in-joke, as he had been General Secretary of the actor's union, Equity, for many years.
