Mr Quill was an engineer at a Euro Sea Gas off-shore rig. He and Oak were mentally controlled by the Weed Creature and used to take over the refinery and rigs. Quill never spoke. He was eventually freed, thanks to the Second Doctor. (TV: Fury from the Deep)
