Raaga was a Terileptil mining planet.

The world is rich in Tinclavic which is mined by the Terileptils for use by the people of Hakol in the star system of Rifta.

Apparently conditions are harsh there as the world is used as a means of dealing with their criminals, and to be sentenced there is always for life.
