Rafshaw was a scientist from Thafa. He worked at the Pan-Galactic Initiative for Dimensional Rifts. His job was to study and stop rogue wormholes.
In 2010, Wanda Rothman was demonstrating vodium at a conference. It started creating wormholes. Rafshaw came to the conference to investigate these wormholes, though the Eighth Doctor and four potential companions were also looking. When Hugh Bainbridge and Juliet Walsh saw him they assumed he was responsible and attacked him. Once the Eighth Doctor explained what had happened, he helped break into the room holding a vodium sample. After the adventure the Doctor gave him a lift home. (AUDIO: Situation Vacant)
