Scendeles Chapter

The Scendeles Chapter or Colleges was one of the six chapters of Time Lord society. Their colours were quite subdued and they had little political power. They were believed to have bankrupted themselves trying to build their side of the Panopticon. (PROSE: The Ancestor Cell)
