High Council member?[]
I just watched Invasion of Time and I'm not clear on whether Savar is a council member or not. He wears the elaborate uniform that other members of the council have, but I can't seem to find whether he's a council member or a cardinal (or are those both basically the same thing?) It's very strange behaviour even for a child, and since there is no explanation of where it came from, besides that before change of versions changed fragment was from "The Invasion of Time". In said episode there is no mention of it, therefore I'm asking for someone knowledgeable to either precize origin of said information or delete the fragment containing it.
